Access to public transport for the disabled |
|
Since 1975, a set of regulations have been introduced with the aim of keeping disabled people within an ordinary living environment. Thirty years later, Act no. 2005-102 of 11 February 2005 relating to “equal rights and opportunities, participation and citizenship for the disabled” sets out the general principle of accessibility for all people who are disabled or of reduced mobility.
This obligation is imposed with the deliberate aim of covering the entire “movement chain”, using the same approach to combine urban development, the road network, transport and intermodality in order to eliminate all travel obstacles for people affected by a disability.
For example, the Act of 2005 goes a step further by placing an obligation on all transport organizing authorities to make public transport services accessible within ten years. In all cases, all public transport services, including school services, must be made accessible by 11 February 2015 at the latest.
A first stage in the implementation of the outline plan for accessibility
Supported by the Departmental Council, the inter-urban transport network “Bus Verts” adapted its services to take up this major challenge and, after a two-year experimental period, respond to the expectations of disabled passengers.
To achieve this aim, the Department Council, as the competent authority for public inter-urban passenger transport, drew up an outline plan for making transport services accessible to the disabled and people of reduced mobility.
The plan, which was adopted unanimously (department council meeting of Monday 29 September 2008) clearly demonstrated the council’s determination to move quickly and propose highly practical solutions on an experimental basis: total accessibility of the Caen-Honfleur-Le Havre express service and transport on demand on line 3 (Ver-sur-Mer-Douvres la Délivrande-Caen), then on lines 4 (Cresserons-Bény sur mer-Caen) and 6 (Creully-Banville-Thaon-Caen): Accèobus was born.
The experiment lasted two years and was carried out in close collaboration with the associations and with the “Maison Départementale des Personnes Handicapées” (MDPH - Departmental Centre for Disabled People) in order to gain the best possible understanding of the needs and concerns of the disabled and people of reduced mobility.
Launching the service on all the department’s regular services
Accèobus is an adapted bus service introduced by the Calvados Departmental Council on all regular “Bus Verts” services. Its role is to provide regular or occasional travel opportunities for people whose disability prevents them from gaining access to regular services.
Presentation of the service
The geographical area:
The service is available on the 26 regular services offered by the departmental network.
Beneficiaries :
The service is reserved for disabled people who are holders of a disability card containing the wording “cécité étoile verte – green star blindness” or “canne blanche – white stick”, the European parking card or cards known as “macarons GIC – for civilians with major disabilities” or “plaques GIG – for war veterans with major disabilities”, or who move around in a wheelchair.
How the service works:
- Timings:
The Accèobus service is available from 7am to 7.30pm, Monday to Friday, and 9am to 7.30pm on Saturdays, Sundays and public holidays (except 1st May). Bookings are open on the same days as for the regular service.
- Bookings / information / how to use the service:
The service is booked via the Infoligne mobility call centre. Bookings are registered within the limits of the means available. They are approved and confirmed to the client at the end of the morning or the day, depending on the departure time.
- Fares:
Fares for the Accèobus service are the same as for regular Bus Verts services. The zoning system is similar. Tickets offer a free connection with the Twisto network.
|
Vehicles
The service is provided by three adapted Mercedes-Benz buses. Two vehicles are based in Mondeville, serving the Central, Western and Southern parts of the department. The third vehicle is based in Lisieux, serving the Eastern part of the department. |
|
Drivers
The drivers allocated to the service are the Bus Verts network drivers. They are experienced and have been given special training in taking care of the disabled and in customer relations.
The Titus operating software package
To manage the travel requirements of Accèobus clients as efficiently as possible, Keolis Calvados has installed a transport planning and optimization software package.
The software, known as Titus, is used to enter requests, manage bookings and optimize the use of human and equipment resources in real time.
Using this onboard terminal, drivers can transmit and receive operating information in real time (traffic disruption, request changes, cancellations, etc.).
A geolocation interface is used to work out the most efficient routes via a mapping application. This GPS system is also used to guide the driver to any address provided by clients, anywhere in the department. At the Infoligne mobility call centre, it is used to locate vehicles within the department.

LEXOBUS
The law dated 11th February 2005 on the equal rights and opportunities, participation and citizenship of people with disabilities, provides for passenger accessibility of public transport services.
The town of Lisieux began the process by setting up an Accessibility Committee, on 18th December 2007, which - as far as the master plan for making the LEXOBUS network accessible is concerned - will orient the works carried out by the working group responsible for transport accessibility.
From a purely technical point of view, the town of Lisieux has already initiated a certain number of accessibility-oriented processes, with the renewal of the bus fleet by disabled-accessible buses, from January 2007.
In addition, the bus stops have been adapted for disabled people, notably on Place François Mitterrand.

How it works :
|
Mobisto is the Viacités network specially adapted to enable people with reduced mobility to travel within the Caen la mer agglomeration. This is a door to door service. Drivers will, at a minimum, assist with boarding and disembarkment from the vehicle, as well as with seating. Drivers will do their best to take care of passengers once they reach their destination by accompanying them to the door of the building (key, access code, interphone, etc.) The service is available from 7 am to midnight, 7/7, except on 1st May. |
|
The Mobisto service will be permanent, 364 days of the year. In addition, for exceptional occasions such as outings to shows or events, Mobisto will adapt its hours to the end of the event, to make sure passengers get home. Work, school, and medical appointments will always take priority, as will travel related to volunteer work for charitable bodies.
Access to the service :
All those meeting the following conditions are automatically entitled to use the service:
- people with a permanent or temporary motor disability, requiring the use of a wheelchair

It is also possible to apply through the Access Commission, which includes one representative each from:
- La Caennaise des Services;
- Viacités;
